| EXECUTIVE SUMMARYThis document is developed primarily to assist in the determination of best available techniques (BAT) under Directive 96/61/EC concerning integrated pollution prevention and control [20, European Commission, 1996]. The concept of BAT under IPPC takes into account the likely cost and benefits of measures as well as aiming to protect the environment taken as a whole to avoid creating a new and more serious environmental problem when solving another. BAT in a general sense is determined by stakeholder groups (technical working groups – TWGs) and is presented in a series of BAT reference documents (BREFs). BAT in BREFs serves as a reference point to assist in the determination of BAT-based permit conditions or for the establishment of general binding rules under Article 9 (8) |

КРАТКИЙ ОБЗОРНастоящий документ разработан главным образом для облегчения процесса выявления наилучших доступных технологий (НДТ) в соответствии с положениями Директивы 96/61/ЕК по комплексному контролю и предотвращению загрязнений [20, Европейская комиссия, 1996]. Концепция НДТ в рамках комплексного контроля и предотвращения загрязнений учитывает вероятные затраты и доходы, связанные с мероприятиями, а также ставит своей целью охрану окружающей среды в целом во избежание возникновения новых и более серьезных экологических проблем при решение других. Обобщенно НДТ определяются заинтересованными группами (техническими рабочими группами – ТРГ) и представлены по тексту ряда справочных документов по НДТ. НДТ в рамках справочных документов по НДТ выступают в качестве контрольной точки, что способствует определению условий, предусмотренных разрешением на природопользование, в основе которых лежат НДТ, либо выработке общих обязательных правил в соответствии с положениями статьи 9 (8).
