2.3 Public finance challenges and opportunities
The high level of public financing also requires that substantial resources be allocated to maintaining the existing levels. The public sector should be as efficient as possible, providing people with the best possible services. Investment should be done in areas that strengthen and diversify the country’s economy and boost the economy to the benefit of society in general. This includes:
? Meeting the demands of the growing number of old people;
? Job creation;
? Economic growth and the ever-increasing demand for better services and higher quality;
? International challenges and opportunities;
? Shifting to the knowledge-based society with its technological possibilities, particularly within the area of IT.
The number of old people is growing, while the possibility of creating more jobs is limited. The changing composition of the population (current loss of about 700.000 people in Russia p.a.) in the next few years imposes new challenges on the public sector. Demography is thus one change that needs addressing in a future investment strategy. The growing number of old people is one of the greatest challenges in the next few decades, in Russia as in most EU countries. The next few years will see strongly rising numbers of people over sixty. This trend will lead to a decrease in the ratio of working people to nonworking people – especially after 2010.
Consequently, the economy must be prepared to adapt to the growing number of elder people demanding such public welfare services as care and nursing as well as other services. At the same time, a large number of public-sector employees will retire in the coming years, thus limiting the growth potential of total manpower. |

3.3 Проблемы и возможности государственного финансирования
Для достижения высокого уровня государственного финансирования требуется выделение значительных ресурсов. Эффективность государственного сектора должна быть максимальной для обеспечения наилучшего обслуживания населения. Следует инвестировать в те области, которые укрепляют и разносторонне развивают экономику страны, а также стимулируют ее к улучшению на общее благо общества в целом. К ним относятся:
? Удовлетворение потребностей увеличивающегося числа людей пожилого возраста;
? Рост занятости населения;
? Экономический рост и постоянно возрастающая потребность в улучшении обслуживания и качества;
? Международные проблемы и возможности;
? Переход к обществу интеллектуальных технологий, особенно в сфере информационных технологий.
Численность людей пенсионного возраста увеличивается, в то время как количество новых вакансий ограничено. Изменение численности населения (ежегодные потери людей в России около 700 000) в течение следующих нескольких лет ставит новые сложные задачи перед государством. Таким образом, демографические изменения являются предметом стратегии инвестирования в будущем. Рост числа людей пенсионного возраста является одной из наиболее насущных проблем нескольких десятилетий в будущем, как в России, так и в большинстве стран ЕС. За следующие несколько лет значительно увеличится численность людей в возрасте от 60. Эта тенденция приведет к уменьшению соотношения занятого населения к безработному - особенно после 2010 года.
Следовательно, экономика должна быть направлена на потребности пожилого населения, такие как общественные службы социального обеспечения. В то же время, ожидается выход на пенсию существенного количества работников общественного сектора, что приведёт к ограничению общего потенциального прироста рабочих кадров.
